Actually, the first order of business is to recess the Council meeting for the Community Development Block Grant hearing. And I'll turn this over to the Borough Secretary-Treasurer to go through that.

I'll come up so everybody doesn't have to turn around. So, for the last several years, the Borough of Littlestown has had Community Development Block Grants, CDBG for short. It's an allocation-based grant program Littlestown receives yearly. When we first started this, we had to do, it was for low-income, so we had to do a whole big survey for low-income sections. And we decided to start doing curb cuts for Littlestown to be ADA accessible, because there were a lot of curbs that didn't have curb cuts in them. So that's what we've been doing for the last several years.
The CDBG funds enable communities to effectively address local community development needs, such as infrastructure, housing, and community facilities. The purpose of today's public hearing is to give the Borough residents the chance to submit public comment related to the potential use of $101,825 in CDBG funds for the Borough's consideration. CDBG funds can be used for housing rehabilitation, public services, community facilities, infrastructure improvement, streets and sidewalks, and economic development.
As I stated, historically the Borough has utilized CDBG funds for streets and sidewalk projects in order to increase ADA accessibility across the Borough. Any residents that wish to comment as to the potential use of these funds or submit project ideas will be invited to speak at the public comment portion of this hearing, or may submit comments by phone to the Borough Office, which is 359-5101, or you can email me at secretary@littlestownborough.org until noon on September 10th. Any comments received will be recorded and considered by the Littlestown Borough.

There's still, we have a good many of them left. We can usually do about 15, 20 a year, and we're making a good chunk on it. Yeah, you've probably seen along Queen Street and all that.

No, usually what they've done in the past is we keep doing the curb cut project. So each year we apply for CDBG. We kept doing that project until the project is completed. But we do have public hearings to take any public comment for any new projects from the public.

Okay. So you'll consider, I'm sorry, for clarification, you'll consider new projects and continue the curb projects. That's what's under consideration.

Well, we'll just take, we'll take consideration for new projects and then the council will determine, because it's not a lot of money and we're not able to do too many curb cuts a year. That's why it has taken so long to do them. And, of course, everything keeps increasing. So our curb cuts get less and less each year. But council would take into consideration any new projects and the curb cut project. But 10-1, it'll just be one project that would be considered. Thank you. Okay.

Thanks, Greg. President Greg. I just want to say how nice it is to see everybody here. I've been counting as you've come in the room. And having spent a long time looking at past attendance, this is phenomenal attendance. So thanks for your interest and for coming out. Good old days. I had an opportunity to ask. A friend of mine made me a really cool T-shirt. It said, I'm the mayor. Walked through the fridge, shook a lot of people's hands, met a lot of people. Heard a lot of comments, most of them positive. So it was really nice to be able to get out. And I thank those that put on good old days. Unfortunately, I missed the movie and the actual event. I was out of town. But it was just a great representation of the community, and it was nice to be part of that. I am planning to, as you all know, I'm planning to be at Pub 217 on Thursday. If anybody wants to come join me, 6 to 8. Pub 217. I believe in meeting people where they like to be.

So, I was at the school board on Monday night, and I appreciated that I was here from the school board. I appreciated that they allowed me to come in and just kind of introduce myself and talk about our relationship with them. So I was there. My next big community activity will be September 6th, and I think we've decided it's going to be at the library. And I am looking for members of the community who are interested in helping me to set up a community planning organization. I see this more as just doing something for Christmas in the square. I see it as events that we can do throughout the year. I've had a lot of people reach out to me by email. I'm actually kind of surprised at how many people have reached out either through Facebook message or email. And there seems to be some interest, so I am looking forward to meeting with everybody who wants to be there. Trying to figure out a time and a date that will work for most people. The first one is Friday, September 6th at 3 p.m. I'm hoping to catch some of the business people before they roll out of town for the night. I'm hoping to be able to catch some of the parents as kids are getting out of school. But if that doesn't work, then we'll look at another date and time. So that's just for the first meeting. I think that is all I have on the calendar at this time. I will be doing updates beyond that. I will be setting up office hours come September. I know I only have a couple days to do that. But I will be setting up office hours. And I have one more thing that I just want to say. It has more to do with the experience of becoming mayor. Not long after I became mayor, I was talking to one of the officers in the police department. He had received a call that was basically the call came in and an individual hadn't been seen in a couple of weeks. And their rent payment was late. It was a request for a wellness check. And once the officer responded, it was determined that the individual who lived in an apartment in a building with, I assume, other apartments, had been deceased. And I say that because, to me, part of becoming mayor is about community. And some of the other issues that have been raised to me is a reluctance to call the non-emergency number of the police department. And a reluctance to get engaged, to become engaged in the community. And I would just encourage everyone in this room and anybody who you speak to and all the rest of it. You know, we're not a community without people. And if you see something or you notice an absence of something, you know, there's no harm in reaching out. There's no harm in knocking on a door. There's no harm in asking, you know, if anybody's seen somebody or looking out for their neighbor. Because at the core of this community is the people. And in thinking about how this individual passed, it just breaks my heart. You don't ever want to think of anybody going by themselves or worse, being there for a couple of days or longer. So I just share that with you because one of the things I am interested in looking at and pursuing during my tenure is some type of watch activity. Not to watch whether or not, you know, the weeds are too long in somebody's neighborhood. Or, you know, the tires have built up somewhere, you know, in someone's backyard. But to watch out for each other. And so I do share that with you because it was very eye-opening to me when I experienced that in my first couple weeks here. But I am about community. I think this entire council is about community. And, you know, just hold me accountable and look for things to come about how we can continue to improve the lives of our lives and the lives of those around us. Thanks for letting me speak.

Okay. I'm next, I guess. Council President updates and Chuck may talk a little bit more about this. But we are making progress on getting the new meeting room portion of the building that we purchased up and ready to go to be used. It needed some upgrading in terms of appearance and so forth. And that room there, the rest of the occupancy and uses of the building will be forthcoming. We're considering options with regard to the current property that we have and so forth. And nothing's been decided upon. It would all get related and approved by council, whatever we decide to do in that regard. But we are making progress on the room that we're going to start having our regular meetings in. And it may afford us the ability to use that room for other purposes as well besides just the council meetings. I, too, would like to congratulate the folks that were involved with Good Old Days. It was a resounding success. Crouse Park, unfortunately, they had sold out every space to vendors. Unfortunately, because of the impending forecast, which never thankfully came to pass, a few didn't show up. But the majority were there. And it was very nice. My wife and I spent some time there going through, talking to folks. And I would particularly like to congratulate Jessica Kurath, who chaired that last year and again this year. She's done an outstanding job. She seems to really enjoy it, and she should be recognized for her efforts. With that being said, Chuck, I'll turn it over to you for the Borough Manager-Chief of Police.

Yeah, I just want to echo all the work she did with that. I was at all three events, and they were all very well attended, the parade, movie night. And that's the largest crowd I've seen at Good Old Days in several years. So my hat's off to her. She did a lot of work, and that's not easy to do. Bulk Trash Day is October 12, 2024, from 10 a.m. to 3 p.m. We're setting up the—we'll have all the dumpsters set up on Whitehall Road at the Public Works Building. And it's for borough residents. It's free of charge. We do not have the manpower and everything to do curbside pickup. So we got it out there soon enough that you can make arrangements to maybe, if you don't have a truck, have a friend that has a pickup truck be able to bring that stuff down there. And we will be there to load it with a loader to get it into the dumpsters and stuff. But again, it's 10 to 3. It's free. You must pre-register. It's on our website. It's on our Savvy Citizen. So if you want that, go ahead and fill out the registration and send it back in. And another question, can you make multiple loads? Yes, you can. I don't care how many loads you bring. So the more we can get out of the town, the better. The new building meeting room is taking shape. Should be ready to go hopefully in two weeks. Sandy, I didn't ask you. I was going to ask you today. Where are the chairs? I know they're on the way.

Park project is going well. Bathroom pads are poured. All the underground plumbing and the electric is in for that project. Construction should start soon. Actually, I drove by it today and didn't even look. It may have started today. I don't know. The drain issue in the park due to the road runoff currently is in design. Drawings are being completed. We are in a better position to give you an estimate on cost. As big of a pain as that hurricane was that came through, it did if you weren't here at the last meeting. We did notice a lot of issues with water runoff coming down from Lumber Street and picking up all out on Lakeview. We ended up having water blowing out of drains. Then we went back to Cameron and we found out it was probably, and I don't know when it was put in, when the park was built. It was never put in correctly. We're going to have to do some storm water management back there to correct that issue and eroding the streams and everything else. With the new park design and everything coming in, we're going to probably hook in some more drains into the existing lines. They're going to have to be bigger to handle not only the flow for what we need to deal with water runoff, but also for the additional road park improvements that will be picking up additional water from that. It's just something we have to fix because that's not going to get any better. It's only going to get worse and cause more damage later. All the courts are in. I went back there today, all the basketball courts, the pickleball courts. They put the final top coat on all those today. I met with them this afternoon. Now they have to sit for 14 days. Then they'll put a sealer on it and that'll be pretty much the end of that. Then they'll start putting up the fencing and everything along with all the drain lines that come in. They're also beginning to cut all the walking trails in. They're being cut in now. If you've been back there or drove back there and saw it, it looks like pretty much we've destroyed the entire park. But it is coming along. Here you go.
I met with Columbia Gas today on Parkway Drive. I know Parkway Drive looks like a Beirut street. There's a lot of problems with that road settlement. We've known it's been bad. I've been dealing with Columbia Gas. It was supposed to be done this year. They put it off. They did do some gas work this time. But there's a lot more to do. They put the gas line in where you saw when they crossed the street together. That's because they didn't have enough gas supply for the new school. So that's the only reason why that was done. That is first one in the hopper. Now they're going to go out Parkway for, I don't know, about halfway out. That gas replacement line actually goes all the way through the bottom of Grouse Park. We did the top a year and a half ago. So that will be done, and then it will go out Myrtle. And that should take care of the iron gas lines. And once that is done, we will repave the street. I hope to have Parkway done by June of next year. But they can't do anything until they get the gas lines in. And they're going to start in the spring. In October here, once October comes, you start losing your ability to get asphalt. So that's where we'll go. But come hook or crook, Parkway is going to be done next year because it's horrible. They also have to move. I met with the contractors out there today, and they also informed me. Well, they didn't even ask us, but I got a PA-1 call to do a utility marking. Apparently, up Parkway, you know where you go, the cars exit out of the high school parkway. Apparently, they're going up further, and they're going to put another entrance into that Parkway, which happens to go right through where one of our fire hydrants is, so they're going to have to move the fire hydrant, which will require digging up Parkway again, and moving the fire hydrant down 30 feet. Now, to me, I would have said, well, maybe we ought to put the entrance down 30 feet. No, they don't do that. They want to put it where it is, so there's nothing I can do about that. Police mandatory updates are still being completed. All our firearms qualifications are completed for this year. We're doing some other updates through our general orders and stuff. The police are working on all that. The generators that we put in and we saw the we paid for a portion of it were all tested. Everything went fine. They were all fueled up and ready to go. We also have a portable generator, which is a huge generator, but there are still some wells that we don't have standalone generators at each well. That's available to us. We had the electricians put in connections, so if we would need to put a well on a generator, there's not one there. We now can take this generator out and we can have the well functioning probably within a half hour, so we're going to be testing all those for the remainder of the ungenerated wells and we will go from there. The Meadowbrook well will get a generator when it's upgraded by the developer when the well gets installed into that pump, so that will be another one that we have a brand new generator at.

We haven't gotten anything. We are finishing that project up. That has to be done by October, so we've got another month to do that. Logan, have you heard? I haven't heard anything.

No, they've published that they anticipate releasing their final ruling on everything the day that the inventory is due, so October. And then we'll see what's to happen next.

Yeah, Paul. Just briefly, there's something that came up related to zoning in the last couple days. Someone just called in, had a question about short-term rentals within the borough. Sandy sent it to me and also Rob Taylor. The ordinance, as it's older, really doesn't have anything regulating short-term rentals. I think Gettysburg Borough where my office is, I've had a lot of people call in because Gettysburg Borough has certain regulations in place regarding short-term rentals. I don't know if it's ever going to be something that's going to be a great issue in the borough. And we didn't have enough time because it just came in yesterday and put it on the agenda, so you can't really take any type of action on it. I just wanted to bring it up as something to think about if you want to put it on the agenda for the next meeting to discuss to see if anybody wants to give any type of public input. I don't know if anybody is actually doing it in the borough or not and whether or not it needs to be regulated in any way at all.

Borough Engineer. Chuck gave a lot of the updates here. I think to highlight on the generator project, we're about 80% done from a schedule value perspective. Really the final work is some electrical improvements inside the well 9 well house and some site grading at Heritage and South Queen and paving and such. I think they've been doing a pretty good job there and that's been going relatively smoothly and monocacy has been pretty quick so I've been happy with working with those guys. Some minor stuff going on at the plant. There have been some correspondence with DP in the Potomac River Basin just continuing on the trend with PFAS and PFAS testing so I've been working with the operator to coordinate some items there. That's mostly it on our end really. Any questions for Logan? Sandy, anything treasurer wise?

I don't have any more to add to the Park other than everything Chuck told you all about. There's no report this meeting from Adams County Tax Collection Committee and York Adams Tax Bureau and Council of Governments. We had nobody at the time of the last one so Dave I'm hoping that you're going to retain some interest in both of those going forward.

What we told everybody last meeting you said you were here. I wasn't here. I remember talking to you before. Because we don't do give and take back and forth. It's public comment. You're telling us you have these comments and that's fine. You want some answers to your questions. What we told everybody last time was call the office or send an email to the secretary treasurer like Chuck just said. The two of them will take care of answering the questions you have.
